This is a proposed charter for ca.news.group. Please post comments and
suggestions in ca.news.group. This does not currently deal with net
abuse - upcoming policy discussions will deal with that and then the
result of the discussion will be added to all the charters.

also on the Web at http://www.sbay.org/ca/

ca.news.group is an unmoderated newsgroup for discussion about changes
to and management of the ca.* newsgroup hierarchy. The following
subjects fit the primary purpose of the newsgroup.
  * Questions and discussion related to the ca.* newsgroup creation
    process
  * Questions and discussion related to modifications to ca.*
    newsgroup charters
  * Questions and discussion related to modifications to the ca.* news
    hierarchy processes
    
The following subjects are not considered appropriate for ca.news.group:
  * Discussion of creation of newsgroups outside the ca.* hierarchy,
    except for the initial phases of such a discussion to determine
    which hierarchy is appropriate for the topic.
  * Any subject not related to the maintenance of the ca.* newsgroup
    hierarchy and its processes.
    
The processes which are the subjects of this newsgroup are maintained
by the California UseNet Project, a UseNet volunteer group. The
processes are posted separately in ca.news.group but are also
available at http://www.sbay.org/ca/.

Rules in common among all the ca.* newsgroups:

The ca.* newsgroups are only for discussion of subjects related to
California. They were made for and by residents of California.
Subjects which are not at least partly specific to California are
"off-topic" and must be taken to an appropriate forum, somewhere else.
