OK... on 9/4 I added Joe's suggestion. You also added a good idea of
explicitly listing sci.geo.earthquakes as the place for non-California
quake topics. Here's what I've got right now...

ca.earthquakes is an unmoderated newsgroup for discussion about
earthquakes in or near California, or other topics that relate to both
earthquakes and California. The subject may also include questions and
discussion in general about earthquakes or earthquake safety if they
are relevant to visitors, residents, and/or prospective residents of
California.
Articles related to earthquakes but not fitting this charter may be
better for sci.geo.earthquakes. Check charters and/or guidelines
before posting in any newsgroup.

Let's wrap up the ca.earthquakes charter by Sept 17. Though I have a feeling
this may be the final version. It's looking good - thanks to everyone who
has contributed!
